The normal position of the inertia switch button is down , if it has popped up then the switch is tripped and no power is going to the electric fuel pump
put a 3 prong -power - load - ground, switch on the (+) side of the coil .....
Change oil. Turn motor ignition switch to on but don't start Pull off emergency kill switch plate Pull emergency kill switch 3 times in less than 7 seconds. Replace kill switch plate. Done.
Possibly the kill switch did not return to the 'on' position. On my 2003, you press the kill switch once for 'off' and the button stays 'in'. Press it again to return in to the 'out' or 'on' position. Sometimes it sticks in the 'in' position and will not start (starter will not turn over).
A loose kill switch wire on your out board motor will cause the engine to lose power. As the kill switch loses contact the motor will begin to bog down or completely quit.
First make sure you have a good plug,if that is not it disconnect your kill switch, if that is not it, check your plug cap, then if that is not it go on to your stator.
The inertia switch which kills the fuel pump can be located within the trunk on the drivers side beneath the moulded carpet mounted to the inner rear fender. The switch has small red button on top of it that should be pushed down for normal operation and up in kill mode.

try the kill switch underneath the glove box behind the carpet it should be down
