No, poor people cannot be blamed because they are living in poverty. Most poor people were born in poverty which immediately places them at a disadvantage because they will have fewer education opportunities and will be living in conditions which makes it difficult to get out of poverty, therefore they are stuck in a poverty trap. Poor people usually have to work very hard every day and they are definitely not poor because they are lazy. It would be immoral to blame the poor for being poor.

No they should not be totally blamed... they may have made it worse due to their reaction of entering it. It is as simple as an individual losing a job or not having proper education to get an average paying salary. Can you blame a person if he can't afford proper education or lose out on a job? When a situation like this occurs, an individual may struggle to find another job and this leads to frustration in which he or she may turn to crime for example. Children in a poor family turn to violence and crime because they cannot satisfy their basic needs and wants and therefore steals money or food or even kills just to survive. If the government could be more involved and set up proper strategies to help alleviate the widespread of Poverty, individuals would not turn to such gruesome activities.

United Nations and other international political bodies have programs aimed specifically at ending poverty, but without funding from nations or individuals they are extremely limited in what they may accomplish. By supporting increased US funding for global poverty alleviation legislation these types of programs will be supported and able to make a difference in helping the poor.
