Actually, most theaters do have restrictions on the use of mobile telephones while the show is in progress. State law and the definitions specified in the restrictions may affect this answer. That notwithstanding, and without reading the restrictions or state law, public use has a common meaning of access by the general public. When you rent, you are transferring your rights of private access to the home to the renter. After the lease begins, the renter has most of the private access rights alone. The public has no more rights to the home as they would if you owned it directly. Now, if you rent it to someone whose purpose is to open it up to the public, then you may knowingly walk into a situation where you breach the restrictions. The renter has to obey the same restrictions (assuming they are deed restrictions) as you do. So, the renter cannot just open the home for public use--say for public use of the bathroom. If the renter does that, then you would be in breach. You could always add in the lease agreement that "As the tenant, you cannot open the home for public use. Failure to abide by that restriction will constitute a material breach of this lease." You should contact an attorney before adding any such language to the agreement.

Countries can impose trade restrictions for various reasons. First, tariff restrictions can be used as a source of revenue for governments. Second, tariff protections can be used on products that could put domestic producers at a disadvantage to foreign competitors. Third, restrictions can be placed if the government believes the imported product can harm public health or safety. Fourth, sanctions are placed on countries for political reasons. Fifth, governments can place restrictions to discourage the use of unethical practices. The sixth reason is to protect domestic jobs.
