You can regulate when and how my pre-teens use their cell phones by contacting your cell phone carrier, and asking them to set up parental controls.
A study has shown (2008) that approximately 50% of tweens use cell phones, whilst 46% own them. Most parents put restrictions on them, such as no downloading ringtones or texting.
Kids should have a cell phone for protection bottom line. And safe parents would do this for teens especially because you can keep an eye on your child.
