Roughly 70%. Teens increase only slightly.
A study has shown (2008) that approximately 50% of tweens use cell phones, whilst 46% own them. Most parents put restrictions on them, such as no downloading ringtones or texting.
You can regulate when and how my pre-teens use their cell phones by contacting your cell phone carrier, and asking them to set up parental controls.
Kids should have a cell phone for protection bottom line. And safe parents would do this for teens especially because you can keep an eye on your child.

There is no recordings of this but I would guess most troubled teens so about 1/4 of our nation has teens that use their phones for bad things.
