If either switch is turned on the light will be on. BUT- If the switches were wired to different phases of the AC power source they would be out of phase and blow the breaker if they were turned on at the same time.
I had the same problem on my 1999 Windstar. It turned out that the light bulb for this indicator was burned out. I simply replaced it and the problem was solved!!
Check your fuses behind the glovebox. I had the same problem and turned out to be the fuse to the "lighter" was out. May, or may not be the same fuse but this light was letting me know that something was not "right."
