You should get alone with her. Just say you wanna hang out of something. Then you tell her that you like. If you're bad with talking and think you'll screw it up, then write a letter and put it in an envelope and give it to her. If it takes you a hundred tries, put every attempt in it (if it won't offend her that is). If she wants a relationship, then go for it, but don't take her for granted. People tend to do that when they go into relationships with friends. If she doesn't want anything, don't be upset, she probably just wants to be friends with you. She may not want to have a romantic relationship in general, or she's worried about what'll happen if you don't work out as a couple. If she's just not interested in you, then don't think badly of her. And although unlikely, thre's the possibility she' gay. Either which way it goes, its up to you to tell her that you have feelings for her, and choice to do it or not. In my own experience, you'll feel guilty every day that you don't tell her.
