There really isn't a position to "help" new WikiAnswers users. Supervisors will generally help out a new user if they have the time, but there isn't a position in which one "helps out" a new user. Many will do it to be nice, however. Often, new contributors go back to their 'WikiGreeter' for advice, or post a question on the Community forum.
There is no real way (yet!) to view incoming registered users, but we do have real-time page that will display only changes to a user's bio page as they do so. You can usually guess that those saying the user has "created User:(username)" are new registers.Special:Recentchanges

Go to their user page and click on "Message User." On that page, write their username in the "New message to" box, write your message, and click "Send." You can see a list of supervisors at https://wiki.answers.com/Q/WikiFAQs:Supervisor_Team.

You can find new WikiAnswers members by clicking on "Recent site activity" in the blue toolbar on the left-hand side of the page. Where you see "Filter by," click on the "down" arrow to see a choice of options. And then, in the "user type" box, select "New members," and click on "Go." You will be presented with a list of contributions (according to your "Filter by" choice) made by new users.
