Not yet. WikiAnswers learns more every time we get a new user.
How do you do that thing on this site where you can help new Wikianswers users?
There really isn't a position to "help" new WikiAnswers users. Supervisors will generally help out a new user if they have the time, but there isn't a position in which one "helps out" a new user. Many will do it to be nice, however. Often, new contributors go back to their 'WikiGreeter' for advice, or post a question on the Community forum.
How do you view new contributors to WikiAnswers?
There is no real way (yet!) to view incoming registered users, but we do have real-time page that will display only changes to a user's bio page as they do so. You can usually guess that those saying the user has "created User:(username)" are new registers.Special:Recentchanges
Why are there no questions in the 'WikiAnswers Local' category?
"WikiAnswers Local" is a placeholder category for questions about certain countries. No new questions should be added to the main "WikiAnswers Local" category.

WikiAnswers is a user driven model. Everyone can contribute. If you mean the new image, above, it is a stock photo.

How can you find new WikiAnswers members?
You can find new WikiAnswers members by clicking on "Recent site activity" in the blue toolbar on the left-hand side of the page. Where you see "Filter by," click on the "down" arrow to see a choice of options. And then, in the "user type" box, select "New members," and click on "Go." You will be presented with a list of contributions (according to your "Filter by" choice) made by new users.
