This depends on how many cattle are in that large herd, their breed or breeding, what type they are (feeder steers, feeder heifers, dry bred cows, open cows, 3-in-1's, bred heifers, yearling bulls, 2-year old bulls, canner/cutter cows, purebred stock, commercial stock, etc.), and the current market price for your area.
Cows aren't cows if they're only 9 months old. You would be talking about a heifer, not a cow. And yes, a heifer can quite possibly get bred at 9 months of age, especially if she had been showing heat signs before she was weaned.

There are dairy bulls. If the cow is not bred, she will not produce milk. Bulls are necessary to do this. Although, many cows are now artificially inseminated. Unless dairy heifers are needed to increase the herd or to replace cows that are too old, any bull's semen will do.

Since cattle don't live forever or are forever perfect producers, new generations must be produced to replace those cows that are old and/or too unproductive to keep going on in the herd.

The age for breeding a horse does not go by breed. All mares should wait until they are a minimum of two to three years old before they are bred. That said, only mares and stallions with excellent conformation, a good show record, and a nice temperament should ever be bred. Just because it can produce foals doesn't mean it should.
