There are no rules that say whether or not someone should or should not eat in church - it is really up to common sense and courtesy.
For example, after services in my own church we have coffee and biscuits (cookies for the US readers) which need to be eaten. Some occasions we have cakes, and on others a full lunch. In Communion services the consecrated bread and wine are eaten and drunk during the service. These are all common practices and are not disrespectful to either God nor those conducting the service.
However, common sense should tell you that making a racket opening candy wrappers in quiet parts of the service, or chewing gum (which will undoubtedly put the speaker off) during the sermon, or, in one case I knew of a few years ago, getting your Sandwiches out in a baptism (!!) shows disrespect for the holy nature of the service, is dishonouring, therefore, to God, and shows a lack of good manners to those conduction the service.
Therefore, common sense and common courtesy should prevail.
