There should be no reason the toilet would overflow. The water being turned off should have no effect on it. As long as the drain is clear even if the shut off valve in the tank didn't work, the water will just go down the drain.

if i remember correctly, once plug is turned counterclockwise to a stop, you must pull drain plug out slightly for antifreeze to drain.

Well, you don't have to do this... However if you enjoy doing this, go ahead. You just don't have to drain it! You can but I wouldn't recomend doing it simply because you only have a limited amount of recharges until the battery will die really quickly.

There should be a drain valve where you can hook up a hose and then open the valve to drain.
If the outlet is powered with the key off, then yes it will slowly drain the battery.
