Well that depends on the type of person you are. Say for example you like to plan everything out and have them done perfectly, dressing up according to the theme would be a good choice. In the other hand, if you like to do things your own way and you make your own decisions, then you can dress up in whatever you want, it doesn't have to be part of the theme.
(Remember though, this is your High school prom, and you might want it to be memorable... so unless you think you can look back at it and laugh...i think you should dress appropriately and not too bizarrely xP )
