No, your hair grows uniformly. However, it may seem that bangs grow faster because they lay on your forehead and can begin to obscure vision.
You cannot speed up hair growth easily, and depending on how long you want them there is probably no way to grow bangs out in two weeks. Be patient and keep the hair trimmed and healthy. It may help to find styles where you cannot see the bangs. Practice pinning them straight back or braiding across the front of your face to see how you can fake the no bangs look as they grow out.

Do not cut them. clip them back so you dont have to deal with them...when i was 5 i was growing out my bangs and i put them in a pony tail so it looked like a unicorn horn...but i doubt you want to do that haha
try straightening your bangs upward and curve in then they should fall with more volume
