There is a glitch you can use to get the bonus weapon on Mafia Wars but you wont be able to use it in fights. It basically will just be there for show because Mafia Wars made it so you couldn't use it and other then that you will just have to keep leveling up and get to level 99 to get it.

I think there lying to you, there is up keep on both of those weapons for everyone. Actually, they may not be lying. I do not have any upkeep (for any items) in New York on Mafia Wars (MySpace). Maybe it is a feature/bug.
