First of all, if you suspect hip dysplasia, you need to have your dog examined by a vet, and he or she will advise you on further steps.
Exercise and having very strong, healthy muscles is actually good for hip dysplasia, because strong muscles allow the dogs musculature to support the hips. Labs are bred to swim, furthermore, and swimming is a low-impact and very, very healthy kind of activity. Labs who have hip dysplasia can often still get tons of exercise swimming.
Additionally, Labs have very slow metabolisms and put on weight very easily. An overweight dog will have way more joint problems (not just dysplasia) than a dog who is at a healthy weight. Limiting exercise is a sure way to make your dog fat if not obese, and that will damage the dog's joints over time.
Unless you know your dog has hip dysplasia already, in which case follow your vet's instructions, the very best things you can do for your Labrador is to make sure he or she gets abundant exercise (especially swimming) and develops very strong muscles, and equally important stays at a very healthy weight.

This is to prevent people breeding poor quality dogs which are even more susceptible to hip dysplasia. (You're probably aware that this is an all too common ailment in Golden Retrievers)
