Should you say World War 2 or World War 2 when asking a question on WikiAnswers?

This is a good question. Many style choices are completely arbitrary. We try to see what the predominant style on existing questions is and then change the others to match. (Keeping a consistent style makes it *much* easier to find existing questions.) However, there is some rationale for this style choice. We did some research on how people search for information on World War 2 using search engines. By a wide margin: "World War 2" is the most popular. Using that convention means our answers will be easier to find. You might then ask why we use "WWII" in some of our topic titles. We might want to change that so it doesn't confuse people. The rationale was that since some people do search for other variants of "World War 2" having one in some of the titles and one in others helps people find the FAQs.

No one should stop asking questions on WikiAnswers. There is always some question about something that no one locally seems to know your question. There is always a question to ask, and questions make the world go round, so people shouldn't stop asking questions.

What is the meaning of 'Split' on WikiAnswers?
Alternate wordings, or "alternates," are other ways of saying the same exact question as each primary question on WikiAnswers. Oftentimes when a user is asking a question they will indicate that it is the same as an existing question -- when it really isn't. This causes bad alternates to be created. Then those wordings will become separate primary questions rather than alternates. Note: There is also a "Split" tool for supervisors in the left menu which enables you to split a compound question (such as "How and where did World War 1 start?") into 2 separate questions ("How did World War 1 start?" and "Where did World War 1 start?").
