YES!!! you should if ya have enogh confidence to talk to her or if you aren't shy it's just that you dont like her (not that like LIKE way) and you just want to get to know her, either way it's matters how you connect , respond ,relate,and how you get along. Look don't be petty if you don't know her don't judge her if you seen her be mean or bad then don't judge her yet it really matters how she responds to you not others but you.If you like LIKE her try to become friends and if you have chemistry you should ask her do you wanna take it seriously or just wait a little longer and see if it works.This should help you improve your connection with girls, maybe lets see what happens.If it doesn't and she hates or doesn't want to be ya friend or girlfriend then try someone else being turned down happens but ya gotta get up get back out there and try someone else. maybe she's not good enough 4 ya or just a bad influence.
