Clean the b.b. first with soap and water.
If the b.b. have been painted already , you can directly paint over them.
If the surface is very glossy you can use Gripper a superb primer from Glidden.
If they are coated with p.u. or stain use Gripper.

Primer can sometimes be sticky if it does not dry well or is put on too thick. In most cases where there is low humidity a primer should not be sticky.

I made the mistake of putting paint over cabinets with out gripper and the paint easily chipped and would even scratch with as little as a fingernail when opening a door or drawer. The next time I painted cabinets I used gripper and after 5 years the cabinets still look like new.
yes Yes, an oil paint will adhere to latex. It doesn't work in reverse, latex will not adhere to oil that is dry, but oil adheres to dry latex. If you were a purist, though, you would sand down the woodwork before repainting it. That would give the best result.
If you use a quality primer like Kilz or Bullseye, you should be OK.
White primer is for use as a primer for lighter colors and the grey is best used as and undercoat for darker colors(blacks, dark blues, dark green etc..). A darker top color requires more coats with lighter color primer.
Instead of removing paint from a wall, you might want to consider applying a primer and then repainting. It's not hard, and can be fun!

There are several products now available that work as both primer and top coat. I have been told by people I trust in the business, that these products are good and time saving. However, when I paint the home I live in, I still do things the old fashioned way. Primer and two top coats; baseboards and trim caulked and painted; top quality paint (not contractor's grade); that sort of thing.
