You did not specify the year or design, so I would suggest you look at a site such as the one linked below that shows excellent images of quarters going back to the 1700s.

I don't believe so; the source books I have show that the quarter eagle was only produced in Denver in 1925 - all such coins would have a "D" mintmark.

Then your coin was minted at the Philadelphia mint. It isn't an error, most older coins show no mintmark if the coin was minted at the Philadelphia mint, pennies still don't show a mintmark for coins minted at the Philadelphia mint.

Many U.S. coins have a mint mark to show where it was minted. On modern quarters, the mark is just to the right of Washington's hair ribbon. P stands for Philadelphia, D is Denver, S is San Francisco, and on older quarters there is O for New Orleans. On quarters minted before 1980, there was no mint mark for Philadelphia. For silver Washington quarters dated 1964 and earlier, Barber quarters, and Seated Liberty quarters, the mark is on the back just below the eagle. Then with Standing Liberty quarters, the mark is on the front, just above and to the left of the date.

Printing uses ink and paper.Assuming 1985 is correct, my guess is that you are saying it is a mistake because it does not have a mint mark. However, a quick check of your pocket change should show WHOLE LOT of cents without mint marks. The cent is the only denomination made in Philadelphia that does not carry a P mint mark.
No known errors of mint marks on the SBA Dollars, if it looks odd take it to a collector or dealer an show it to them.
May 28 2011 Assuming the coin is circulated the value is anywhere from $8 to $16 depending on its condition. If the coin show very little ware and lacks very little detail the coin is uncirculated and is worth anywhere from $19 to $70.
