It depends on what you mean, but also, what state you are in. I've never heard of a personal protection permit. A CCW permit is a permit to carry a handgun on your person for personal protection, however, it should be noted that all states in the U.S. don't issue CCW. Some states, such as Tennessee, issue "handgun carry permits" and concealment is not required by law.

The unfortunate law abiding residents of such locales often acquire a Utah CCW so they may at least exercise their 2nd Amendment rights when they are traveling to one of the 32 states listed above.Criminals in all 50 states intent on committing crimes with firearms are of course not hampered by concealed carry permit policies of any state or locale since they -- by definition -- have no intent on obeying the law.
