The US Army Corps of Engineers (USACE) has developed a Coastal Engineering Manual (CEM) EM 1110-2-1100 in June 2006, in which the significant wave height, Hs, is defined as the mean height of the highest one-third of all waves at a particular location, presumably a buoy station or a stretch of coastline.
