Trouble starting or will not start at all. Surging and hesitant idle. Check engine light will remain on until the ECU goes out completely.
A 1998 Honda Accord could stall because it is out of gas. The car could also stall because of a bad computer.

A 2001 Honda Accord V6 may not start when the battery is bad, there is no fuel, or the ignition system is defective. A bad starter will also prevent the engine from turning over during starting.
Bad Vtech solenoid
I assume by the question that you have a bad ECU, and want to replace it with a used one from the junkyard. I, myself, managed to take an ECU out of a 1995 Honda Prelude S and it runs without a problem in my 1991 Accord. The 1990 to 1993 Accords share the same motor as the 1995 Honda Prelude S, so the computers are interchangeable. Also, you might want to check what engine you have. If you have the F22A6, then the computers are NOT interchangeable.
bad plugs or wires i just had this problem to or it could be a leak in the exhaust
Bad coil?
Bad fuel,clogged fuel filter,fouled plugs.
You know it's bad when you apply 12v power to it but it doesn't run.
IT IS A BAD IGNITOR ON THE INSIDE OF THE DISTRIBUTOR.
Could be a bad ignition switch
