I HAVE THE ANSWER! sorry i was not here sooner. the problem is built into the Windows OS so there is nothing you can do to change it. But you can still get the cheat box by hitting CTRL + SHIFT + (WINDOWS LOGO) + C

When you go to type ctrl+shift+c press the windows (windows logo on laptops) before you type it. E.g : (windows)+ctrl+shift+c I don't know how that happened, There's different cures for different people...But this one helped me.

What you do is hold down the Ctrl key on your keypad. Then you hold down the Shift key at the same time. Now press C and let all the keys go.
