Historically, a brigade would be the minimum size; hence the title, Brigader General.

In modern highly organizational militaries, being promoted to the rank of general does not mean command of any specific-sized fighting force. It is an organizational rank. In the US Army and US Marine Corps, a division-sized combat force is likely the smallest force which would typically be commanded by a General.
