4-6 pounds is the healthy weight for a Maltese, according to the AKC requirements. Anything over that is perfectly fine, although if you were planning to professionally show the dog, it would not be admitted. Anything UNDER 4 pounds is definitely dangerous. When an animal is bred that small, it is almost guarantied to come with health issues.
To clear things up, there is no such thing as a "toy" Maltese. Sometimes unregistered breeders stick the word onto the breed's name and will try to bribe you into paying more money for a smaller dog, whereas the dog is actually worth less once he gets below the minimum size requirements for the breed; someone who breeds unhealthy dogs for more money has no interest in continuing healthy breeding lines, and he/she risks inbreeding.
