You have to get on the fireworks from the ground by pressing circle then it will shoot up. Once the firework breaks, press circle on the dragons tail then jump to the head as you Dodge the fire. Once you get to the head, hit and dodge the attacks. The dragon may flip over to make you fall but there are lots of fireworks all around the place. Continue repeating the process until you kill the dragon then Penelope is saved.
