Turn the water off to the faucet. Remove the handle. The top of the faucet should unscrew to get to the ball valve. Replace the valve and gaskets then reassemble the faucet.

See if the valve has integral stops. These will usually be between the cartridge and the inlets of the water. When you have the cartridge out, open each stop slowly to purge any sediment out. This will also tell you if there is water pressure to that point of the faucet. Don't stand directly in front of it and get soaked, I don't want you blaming me! lol
the hot water valve shut off valve shuts off the hot water. The cold water valve shuts off the cold water. ;()
it's probably the check valve(backflow prevention device)at the water meter. call your water company and ask them to replace it.
