Congress makes laws, whether initiated in House (proportional representation by population) or Senate (equal representation of all states - 2 each) Who ever initiated the law, sends to the other hall of Congress for approval, desired changes or rejection. If the other body rejects it. The law is dead. If they change it, both sides have to agree to said changes. This is check 1.President approves, sends back with changes deaired or vetoes.This is check 2Supreme Court determines if the law is constitutional, but I'm pretty sure only if someone contests the law. I don't believe the evaluate a law without being asked.This is check 3It's a pretty good system, but a few flaws.
