either the wiring needs to be redone, or the light bulb burnt out.

i have a 2003 ranger and that happened to me it was just a blown fuse under the hood
If all the dash lights are out then there is two causes for this. The first is all the fuses have blown the other is the relay for the dashboard lights has went out.

Have you checked the bulbs for the licence plate lights ? Maybe they are both bad .
I dont think that the 1990 4Runner had daytime running lights so you would have to turn them on yourself. Otherwise the headlights each have their own fuse and a relay in the engine compartment, if these are not bad then it may be the switch.
dont know the fix, but the lights on my 2000 cougar do the same thing...
could be and probably is a bad alternator. Check battery/cables, take it to autozone, they'll test it for free and give you an idea of what amperage and voltage you got going.
Don't know what you're working on but it sounds like you have accidently disconnected the speedometer cable from the speedometer. Check it out.
