To remove deck stain paint from the outside of a pool liner a person could try a solution of water and baking soda with just enough water to make a paste. If the pool liner is porous, it will not be removed easily. A person could also spray paint over the stain.

The sun and the chlorine are the worst things for a liner but there is not much you can do about that try dissolving the chlorine in a bucket of water before adding to pool it does help some but as i said there is not much to stop it.
The only way you are going to move that liner is to take the water out that covers the sag.

When I replaced the liner I used the foam pool coving material, rather than just reshape the sand. The next year, we started having little leak after little leak. Finally, I drained the pool halfway down to try and patch some bigger areas, and when I pulled the liner away from the wall, the pool cove material was riddled with ant tracks around every area that was leaking. I don't know if it was termites from some nearby rotten firewood, or just ants making nests there, but they really trashed that liner.

I spilled some stain/varnish on my carpeting...gently scraped it with a razor and then a comb and then stean cleaned it.....good as new....
Try Oxiclean. Another good one for grass is hydrogen peroxide.
