That is a broad statement with little meaning. In any society, ancient or modern, there is a percentage of people who fear ocean travel, and those who don't. There was a lack of geographic knowledge which both acted as a deterrent and as an attraction to explore and seek trade. So there were many expeditions to and around Africa including the Atlantic coast. Pharaoh Necho II of Egypt hired Phoenicians in the late 7th Century BCE who successfully circumnavigated Africa from the Red Sea, returning via the Atlantic. Carthaginian (Phoenician) Hanno sailed down the Atlantic coast of Africa a few decades later with sixty ships loaded with men and women looking to colonise the coast. And there are several other expeditions recorded. No fear there.
