I believe you are talking about what looks like a staff sergeant chevron, three stripes like a roof with a single stripe on the bottom (rocker) from WW II era. This chevron was worn by a Technician Third Grade. This was the highest of the technician ranks.
On January 8, 1942, Technician Third Class (T/3), Technician Fourth Class (T/4), and Technician Fifth Class (T/5) were added to the rank insignia. On September 4, 1942, a "T" was added to the standard chevron design that corresponded with that grade. A technician was not addressed as one such, but rather as the neighboring rank in its pay grade (T/5 as Corporal; T/4 as Sergeant; T/3 as Staff Sergeant). A technician did not have the authority to give commands or issue orders. http://en.wikipedia.org/wiki/United_States_Army_enlisted_rank_insignia_of_World_War_II
The "T-5" on your uncle's discharge papers means that at the time of his discharge from the Army, he was a Technician 5th Grade. The Technical Grades were used by the Army from 1942 to 1948. It was an attempt by the Army to recognize technical skills with an advancement in grade/rank, & pay. Your uncle's rank chevron would of been that of a corporal, but with a "T" beneath the chevron. A "T-4" would of been a sergeant, but with a "T" beneath the chevron. A "T-3" would of been a staff sergeant, but with the "T" above the "rocker" of the chevron. Finally, there was a "Technical Sergeant," which had no "T" on the chevron at all. Richard V. Horrell

A Tec 4 was an Army and Air Corp rank in the WWII era. It would be paygrade 4 in any number of technical fields from Aircraft repairman, radio operator or maintenance, radar operator or maintenance, etc.
The t-shirts for his staff have green stripes.(The bold, italicized words)

FORSCOM does not have it's own Sergeant Major of the Army - there is only one SMA in the entire Army. The Command Sergeant Major of FORSCOM holds the rank of Command Sergeant Major, and this post is currently filled by CSM Ronald T. Riling. The current Sergeant Major of the Army is SMA Kenneth O. Preston.
"Tech" SGT (Technical Sergeant).Tech 4 Class had 3 stripes similar to Sergeant rank but had a "T" under the stripes. The "T" indicated a rank based upon sepciality training and did not carry the command responsiblity. There were also a Tech 5 Class(2 stripes) and a Tech 3 Class (4 stripes).A Technical Sergeant was a rank with 5 stripes and without a "T".Link: http://www.tioh.hqda.pentagon.mil/rank_page/history_of_enlisted_ranks.htm
