Go to connect to, open Network andSharing Center, Switch file sharing on or off and check on all files and folders that are being shared as well as network folders on the computer.

The feature you are referring to is called Internet Connection Sharing, or ICS for short. This allows a computer with a direct connection to the internet to "share" that connection with other computers on a network. Start->Control Panel->Network Connections->Local Area Connection (Wireless Connection if you have any), right click->Properties, in the "This connection uses the following items" locate and left click "File and Printer Sharing...". Uncheck it. Hit ok. You might have to restart the system before it starts to work. Also it's recommended to disable file sharing in the windows firewall settings.
I assume that your internet connection might be having hardware related issues. Some internet cards aren't compatible with Windows. You might need to change your internet card with a PCI Express internet adapter.
