First of all, most Mexicans are well aware of American culture and values, so you don't really need to implement a special program beyond what already exists, as most TV shows, movies or music showed/played in Mexico are of American origin.
The problem is that American people don't really know about Mexican Culture and values beyond what Mexican immigrants bring to the US. One strategy to increase such communication is to make contacts in Mexico and begin to "spread the word" on what Mexican culture is really about.
