What you'll need to do is find something with a nice horizontal surface (maybe the bottom of a big box? I use my coffee table)
First, take the bottom edge of the shirt and put it underneath of the box and make sure its remotely even.
Second, your gonna want to set on the box and start pulling up on the shirt. The weight of your body will help keep the bottom of the shirt down.
When your finished the shirt will be well stretched, but not super wrinkled.
That's not a very clear question. If you're asking "Is it okay to stretch out clothes" then yes but not too much.
Wearing them alot stretches them to fit you much better.
Make a really fat guy wear them. That'll do the trick (unless they rip)

Clothes will stretch to a point in the washer, so wash the clothes you shrunk. Than when they are done in the washer take them out and stretch them. Pull on the material to make it stretch and don't put it back in the dryer let them air dry.
when the shrunk clothes are still wet you can stretch them back to size ,but you must maintain the sretching until dry repeat this until you have the desired fit
