A stuck parking brake could be caused by several things. The brake cable that operates that brake could be stuck, or the mechanism could be stuck at the wheel. The wheel will need to be removed and the cable and emergency brake arms will have to be checked.

This light is for brake on/problems with the brake. Check your brake fluid level and ensure it isn't dipping below the sensor on the master brake cyllinder. I had this happen to me during winter.
If the parking brake does not engage fully, the rear (shoe type) brakes need to be adjusted or replaced.
Remove the tire, brake caliber and the rotor should side off the hub.
There should be a lever down by the brake pedal. it will look kind of like a gear with a tab on it. that lever releases the parking brake. just be careful not to let the parking brake pedal smack you in the face....
