2000 Kia what ? generally to test the cooling fan ,disconnect fan from harness, then run a wire from battery to hot side of fan and another wire to negative side then touch to see if it turns over. A lot of the time th efan may act bad but it is the relay that is the problem , so check it or replace it ,$ 16.00 at kia dealer.
