Before the 12th amendment the President & Vice President were elected independently. They could be worlds apart politically or even hate each other. After the 12th people voted for the President & Vice President as a pair.
Warren G. Harding was the first president to be elected after women were allowed to vote all over the US. Harding was elected president in 1920 which was the first election year after the women's suffrage amendment was ratified.In 1890, Wyoming was the first state to allow women to vote. Grover Cleveland won that election. I assume some women in Wyoming voted for him.
The 23rd Amendment, Ratified March 29,1961, allows United States citizens who live in the District of Columbia to vote for Electors for President and Vice President. Prior to this amendment, citizens who live in Washington, D.C. were unable to vote for the President or Vice President because D.C. is not a state. Washington D.C is restricted to the number of electors in the least populated state. They are still unable to elect voting representatives to congress.
