Jonas is surprised that the speaker is turned off in the Annex Room because all the other dwellings in the Community don't have a choice to have the speaker on or off. Jonas thinks the Giver has a huge amount of honor to be able to turn the speaker on or off.

So when the Giver turns the speaker off, Jonas is of course shocked. It's like whenyou were little: Don,t touch the oven, don,t touch the oven. Mommy touches the oven. Huh? How did that happen?
