Jonas is surprised that the speaker is turned off in the Annex Room because all the other dwellings in the Community don't have a choice to have the speaker on or off. Jonas thinks the Giver has a huge amount of honor to be able to turn the speaker on or off.

Kay, so Jonas is surprised because of the fact that no one has the power to turn the speaker off beside the Elders and of course The Giver (and now Jonas). the Speaker is there for the Elders to listen to you and for you to speak to them .it is a big taboo to turn it off. So when the Giver turns the speaker off, Jonas is of course shocked. It's like whenyou were little: Don,t touch the oven, don,t touch the oven. Mommy touches the oven. Huh? How did that happen? Does that help?
