It should be noted that the "Khmer Rouge" (KR - 'Red Cambodians') was an armed political party, not a government. When they seized Phnom Penh through force of arms in April 1975 the country was renamed Democratic Kampuchea.

The newly written constitution of this wonderful new utopia spelled out the top jobs in government. Although the leaders of the KR took these jobs, the KR itself was never a government. Most members of the KR took on roles of a totalitarian police force, jailers, indoctrinators, commune leadership and military.

The government itself was now known as 'the Angkar,' or "the organisation."
