I see two instances, both seen from the Axis perspective, as economic declarations of war. One being the U.S. embargo on Japan which resulted in the cutting of the flow of oil. The major reason for Japan to take the plunge into war. The other was US LendLease, where the U.S. would supply the tools of war to England and the USSR without getting immediate payment for goods received.
