You cannot fix a cap on the range of quality factors :)
The Q factor is describing how sharp the dropoff of the filter is relative to the pass band. Wikipedia has a decent writeup on Q factor. The more components you use to make the filter, and the lower the cutoff frequency, the higher the Q will be.
good things
A band-pass filter blocks or attenuates frequencies outside of a certain range, while it accepts frequencies from within that range. The range of frequencies it will accept is determined by its Q-factor. A filter with a high Q-factor will have a narrow range of accepted frequencies, whereas a filter with a low Q-factor will have a wide range of accepted frequencies.
fundamental wave component is filtered in the front end.
A filter drier for a cooling only condensing unit will have an arrow pointing in one direction. This is because the refrigerant that passes through it will always flow in the same direction. A heat pump filter drier must have the ability to allow the refrigerant to flow through it in either direction and so a filter drier that is made for a heat pump will have two arrows pointing in opposite directions.
Before sending your signal to the receiver,it should passed through the narrowband filter(whose band is narrow).the noise appearing at the output of the filter is narrowband noise..
the higher the Q the narrower the bandpass or band-rejection. however high Q is not always desirable. for example in receiver IF stages too high a Q will filter out some of the needed modulation bandwidth, destroying signal information.
Yes, it is an excellent quality filter.
No way do you want to use a Fram oil filter. Use Napa, Purolator, Wix, Bosch, or other quality filter. Fram is not a quality filter.
A quality filter such as AC/Delco is the filter your should use.

Good quality oil, no short runs, always get the engine up to temperature, regular oil and filter changes, regular engine flushes.
The microwave has an excellent HEPA quality when it comes to the microwave filter kit.
good things
Any major brand of quality filter. Honda, Purolator, Wix, & Bosch are all quality filters.
Always go by the manufacturer's recommendations in the owner's manual. That being said, the manufacturer recommends different weights of oil depending on climate and use. I always use 5w30 because it fits within the temperature range here. You can also use 10w30. Always change your oil filter when you change your oil. The best filter I've found for quality and price is the Motocraft 400s Filter.
In a distortion factor meter the filter at the front end is used to suppress which type of hormonics
