if you have the room you need to use a punch and put it squarely on the head of the bolt and use a hammer and hit it repeatedly with moderate to light pressure this will take a lot of time and Patience but what you are doing is creating vibration on the bolt that will loosen the rust holding it. The vibration is essentially what an impact wrench will do to break it loose. this is just the old fashion slow way if you cant get to it with any thing else.
A box or ring wrench, that's one that fits right around the nut, not just on two faces. A lot more pressure can be applied with these wrenches. -I sometimes even slip a 2 foot length of steel pipe over mine to get more leverage.
