There can be many steps in creating a project plan. First, explain the project. Then, define, hold a meeting, develop a statement, develop a baseline, and create baseline plans.
A Project Phase is a timeline in the Project lifecycle where a related set of activites are performed. Once those activites are completed, work begins in the next phase. For ex: After the Project Initiation Phase is completed, work begins in the Project Planning phase. Once Planning phase is complete, work begins in the Project Execution phase and so on...

Project baselines include, but are not limited to:Schedule baseline- Fixed project schedule used in measuring project progress and contract performance. Any change caused by change in scope of the project invalidates the original schedule and necessitates a new baseline schedule.Cost baseline- is the basis for the earned value reporting system. It is the budget for the estimated cost of the project spread over the time periods of the project.Scope baseline- includes the project scope statement, the work breakdown structure (WBS) and WBS dictionary. If there are work packages that do not get performed or if they do not fulfill the requirements set out for them, then the scope baseline is not met. The performance of the PM as well as the rest of the team is derived from how well the project conforms to this baseline.Quality baseline-The basis for which project quality is measured and reported

A workflow defines a sequence of tasks and activities for completing a project, while an artifact is a product or deliverable created during the project. A baseline is a reference point used to track changes and measure progress in a project. Workflows can be used to create artifacts, and baselines can be established at different stages of the workflow to track progress against the original plan.
