You are looking at the wrong fuse. The fuse you wish to check is the blower fuse.
If the fuse is ok, these cars have a problem with the wire going to the resistor block burning up. The main power going into the resistor is probably burned off of the connector. The resistor sits inside the vent system under the passengers side dash.
