Either the brake fluid in the reservoir is low (most cars have a fluid level sensor in the reservoir) because you need new brake pads, or maybe the emergency brake cable is not adjusted properly. Try putting your foot under the emergency brake pedal and pulling up.

make sure your brake bulbs are in right way round. There is offset poles on a stop/tail bulb so they go in correctly but they can be forced in wrong way round activating the brake light side instead of the sidelight.
