I am not sure if you are asking about the Purtians, but will answer as if you did. The Purtians were a very strict faith and part of it was to take part in their colony a man had to be a member of the church. It does seem a contradiction, but many things are. Jefferson stated " all men are created equal " but owned slaves. The Purtians felt that they wanted to worship their way and part of that was to control who was active in their decisions.

Roger Williams founded the Rhode Island Colony with two major beliefs: 1) That the best leaders of a community were not necessarily the religious leaders (which eventually led to America's separation of church and state), and 2) That a community could have more than one religious faith (which eventually led to America's freedom of religion). Williams welcomed Catholics and later accepted Jews and other faiths.

What country in the world was the first to guarantee religious freedom?

Assuming "Guaranteed Religious Freedom" means the establishment of laws to protect all religious faiths, the Romans (ironically) were probably the first to formalise it. However, many cultures, including the Persians, supported the idea before that in a less formal and more unpredictable manner or only protected multiple specific faiths. It usually only lasted until one or more religious groups gained ascendancy and tried wiping out the others (Rome, again, was notorious for this). This is largely unsurprising, as many religions include that ascendancy and conversion of the masses as a core tenant of the faith.
