how could new states enter the union
There is no acceptable, legal process for seceding from the Union. In 1861, believing they had the legal right to secede, 7 states held votes of their legislatures and passed secession bills. The states notified the federal government that they were no longer in the Union. Later 4 other states joined the 7 Confederate states. The outgoing president, James Buchanan, stated that the secession was illegal but that he did not believe the government had a right to send military force to quell the breakaway movement. President Lincoln, upon taking office, received the justification for military action when South Carolina militia and military school students fired on Fort Sumter. The Union's military victory over the secessionists effectively eliminated the idea that states could decide to leave the Union.

That could be Kentucky or Missouri, which both had three borders with free-soil states. But they had also stayed in the Union, as 'buffer states' that had voted against joining he Confederacy.
Most Southerners believed that states had freely been created and joined the Union and could freely leave the Union. President Lincoln and the North did not believe this.

It only released slaves of the Confederate States but not the slaves of the Union States. Only the Union slaves could be freed after the war had ended.
They said that the USA was a voluntary assembly of states, and any of them could quit the Union if they wanted.

Before Texas was designated as the 28th state of the Union in 1845, there was serious consideration that this huge area could be carved into as many as five separate states. This, of course would favor the South and the institution of slavery.

There were no written laws claiming that States couldn't secede from the Union. There were split opinions on whether states could secede. John C Calhoun, for example, began the idea of secession during the Nullification Crisis. Abraham Lincoln, however, believed the Union was indivisible and had to remain a Union.
