While business ethics emerged as a field in the 1970s, international business ethics did not emerge until the late 1990s. The South African mindset was awakened to a Code of Ethics in 2001, when the Office of the Public Service Commission in conjunction with KPMG and Transparency South Africa undertook a national ethics survey, which means that the concept of law abiding, responsible moral decision making for the majority of the population is a new behavior concept within a government or company. Where a Code of Ethics did exist, the study showed that too many companies paid lip service to ethics and revealed little commitment to ethical practice. A positive step was that the Public Sector Anti-Corruption Strategy recognized that South Africa needs a pragmatic strategy - a Code of Ethics supported by extensive and explanatory manuals, training and education.
