Well... they can. In females (who contain XX chromosomes) there is a homologous pair of chromosomes. In males (XY) the Y chromosome must be in existence to activate the development of male characteristics... Otherwise they'd be females.
Primary characteristics involve the organs for reproduction. Males have testicles, females uterus. Secondary characteristics involve traits characterized by hormonal changes such as the differences due to puberty. Examples include breasts, facial hair, the growth of pubic hair and underarm hair.
Triple X syndrome is a form of chromosomal variation characterized by the presence of an extra X chromosome in each cell of a human female. The condition occurs only in females, which have an additional chromosome, resulting in the formation of XXX. The female may not experience severe phenotypic characteristics though because of Barr Bodies. 2 (randomly selected) of the 3 X chromosomes will be "switched off" in each cell.
